Missions of MINAS
Under Decree No. 2011/408 of December 9, 2011, on the organization of the Government, the Ministry of Social Affairs (MINAS) is responsible for developing and implementing government policy on the prevention, assistance, and protection of socially vulnerable people.
In this capacity, it is responsible for:
preventing and treating juvenile delinquency and social maladjustment;
fighting social exclusion in conjunction with the relevant Ministries;
fighting human trafficking, particularly of minors, in conjunction with the relevant Government Departments;
protecting victims of physical abuse;
monitoring procedures for the protection of children in difficulty in conjunction with the relevant Ministerial Departments;
monitoring the protection of victims of human trafficking in conjunction with the relevant Government Departments;
monitoring the care of the elderly and people with disabilities in conjunction with the relevant Government Departments;
Monitoring individuals affected by drug use in conjunction with the relevant government agencies;
Facilitating social reintegration;
Promoting national solidarity;
Monitoring social worker training schools;
Managing, supervising, and monitoring establishments and institutions contributing to the implementation of social protection policy.
It liaises between the Government and the United Nations Children's Fund (UNICEF) in conjunction with the Ministry of Foreign Affairs.
It oversees the Cardinal Paul Emile Leger National Center for the Rehabilitation of Disabled People (CNRPH).
It also exercises technical supervision over child protection and support organizations, excluding educational institutions under the jurisdiction of the Ministries responsible for education.
