The Strategic Plan is a project designed for a three-year period from 2017 to 2019.
The objectives of this plan are in line with the strategic orientations of the DSCE in relation to the social sector, the Strategic Objective of Minas, the Sector Strategy for the Development of Social Services, the Vision for Social Development in Cameroon, the national priorities of the sector aligned with the national solidarity component of the DSCE, and the Sustainable Development Goals (SDGs).
The Vision of the Strategic Plan for the Modernization of the Betamba ICE is formulated as follows: "The Betamba ICE is a modern institution adapted to the socio-security context that effectively contributes to the fight against juvenile crime and constitutes a development incubator for socially maladjusted children in Cameroon. by 2020."
This strategic plan aims to:
- Improve the quality of interventions in the rehabilitation and socio-professional reintegration of socially maladjusted and delinquent minors;
- Improve the organization and operation of the Institution;
- Strengthen and optimize the Institution's human, material, and financial resources.
Three strategic axes have been identified in order to achieve the aforementioned objectives.
These include:
1/ Improving the quality and range of services;
2/ Optimizing the ICE's operations;
3/ Streamlining resources.
Similarly, it should be noted that for each strategic axis, Actions have been identified, from which activities with associated Outputs and indicators flow.
To measure the Plan's performance in implementing the planned interventions, an Intersectoral Steering Committee and a multisectoral project team have been established. The implementation of the plan is monitored during meetings of the Multisectoral Committee. The evaluation is carried out annually, after the end of each fiscal year. A mid-term evaluation is planned for 2018 and a final evaluation for the end of 2019.
Aware that its operationalization requires significant financial resources that MINAS cannot mobilize alone, the plan is to develop a communications and marketing plan with a view to institutional communication and mobilizing stakeholders involved in implementing the modernization plan, and to implement a number of advocacy activities aimed at individuals and legal entities likely to raise additional funds, thus contributing to the optimal execution of the institution's Strategic Modernization Plan.
