This draft decree is part of the policy to combat social exclusion and promote national solidarity advocated by the President of the Republic, His Excellency Paul BIYA, who prioritizes social progress and places people at the heart of every development process, as proclaimed in the preamble to the Constitution.
According to the latest World Report on Disability published in 2010 jointly by the World Health Organization and the World Bank, it is estimated that more than one billion people live with a disability, or approximately 15% of the world's population. The prevalence rate of disability remains high in low- and middle-income countries.
In Cameroon, and according to the World Report on Disability, the number of people with disabilities is estimated at nearly two million nine hundred and ten thousand (2,910,000), based on the official results of the 3rd General Population and Housing Census published in 2010.
People with disabilities are most often victims of discrimination and marginalization. They do not always benefit from appropriate support that allows them to participate independently in nation building. To this end, and upon the very high instructions of the President of the Republic, His Excellency Paul BIYA, the Cameroonian Government signed a Partnership Agreement on July 20, 2004, with the Italian Association of Spastic Assistance (A.I.A.S.) of Afragola, for the construction and equipment of the Maroua Rehabilitation Center for People with Disabilities (CRPH). The overall objective of the project, which is one of the major achievements of the President of the Republic, is to provide Cameroon with a leading rehabilitation facility in the sub-region and to ensure access to functional rehabilitation and rehabilitation care for vulnerable populations, particularly people with disabilities in the Far North, North, and Adamaoua Regions, as well as those in neighboring countries, with the particular focus on mental disability, which constitutes an innovation in Cameroon.
The CRPH of Maroua, a legal entity governed by public law and governed by public law, is a social and hospital-based institution tasked with implementing government policy on the rehabilitation of people with disabilities. This center is authorized to enter into agreements covering its material scope with a view to maximizing the quality of its services and efficiently ensuring multidisciplinary care. Its creation is based on the provisions of Law No. 2017/010 of July 12, 2017, concerning the general status of public institutions.
