Presentation
The 071 programme has five (5) actions:
(i) Action 1: Social protection for persons with disabilities;
(i) Action 2: Public support for the older persons;
(i) Action 3: Social inclusion of indigenous peoples and communities;

Strategic focus
The programme covers all public initiatives and investments that can directly address the risks, vulnerability and lack of capacity of people and groups with specific vulnerabilities, in particular people with disabilities, the elderly, indigenous peoples and populations and communities affected by the implementation of projects and major projects.
It also addresses the inequalities that create or perpetuate vulnerability by strengthening the social status and rights of the excluded and marginalised. Through this programme, MINAS is contributing to the normal participation in life of the target groups and, more generally, to strengthening the protection of human rights, in particular by combating social exclusion, ill-treatment and any form of abuse or violence.
The programme's activities focus on the economic advancement of vulnerable persons and groups, in particular through their integration into the labour market and other forms of investment in human capital.
Major objective
Improve the delivery of social protection services to groups and communities based on their specific vulnerabilities, particularly in the most deprived areas.
