The Ministry of Social Affairs has a central administration and decentralised services.
Besides the Minister Cabinet constituted of a General Inspector, two Technical advisers, two inspectors and a Private Secretary, the organisation of the Ministry of Social Affairs is made of a central administration, decentralised services, technical operational units, approved institutions and organisms.

1.    Central Administration

The organisation of the central administration and definition of management modalities and follow up of structures depending on MINAS are defined by Decree n°2005/160 of May 25, 2005 organising this ministry.
In conformity with this decree, there is a General Secretariat, a Department of National Solidarity, a Department of Social Protection of Persons with Disabilities and Older Persons (DPPHPA), a Department of Social Protection of the Child and a Department of General Affairs.

1.1    General Secretariat

Under the authority of a Secretary General, main collaborator of the Minister, who follows the instruction of the Ministry’s affairs and receives from the Minister a necessary delegation of signature. Among other missions, he coordinates the action of the Central Administration and decentralised services.
Services depending on the General Secretariat:
•    The Division of Social Development, Studies and Cooperation;
•    The Legal Unit;
•    The Follow up Unit;
•    The Communication Unit;
•    The Computer Science Unit;
•    The Translation Unit;
•    The Sub-department of Reception, Mail and Liaison
•    Archives and Documentation Service

1.2    The National Solidarity Department

Is in charge of:
-     Education to National Solidarity, in conjunction with the authorities concerned;
-    Elaboration of policies, implementation and follow up programmes of the fight against social exclusion and social integration of marginalized and disaster – stricken populations, in conjunction with the authorities concerned.
-     Elaboration, implementation and follow up of policies and programmes of national solidarity in favour of vulnerable populations.
-    Elaboration of norms relative to the creation and functioning of organisms and solidarity initiatives in favour of marginalised and disaster – stricken populations, in conjunction with the authorities concerned;
-     Prevention and social management of victims, in connection with the authorities concerned ;
-     Fight against social scourges, in connection with the authorities concerned;
-    Collection of statistical data on target populations, in conjunction with the technical structures concerned.

1.3    The Social Protection of Persons with Disabilities and Older Persons Department (DPPHPA)

Is in charge of:
-     Elaboration, implementation and follow up of the socio economic reinsertion policy of persons with disabilities and protection of older persons;
-     Elaboration and follow up of the implementation policy of the Government relative to special education, functional re education, health assistance, equipment and professional training of persons with disabilities;
-    Aids and helps to persons with disabilities and older persons;
-    Subventions to private institutions delivering care to persons with disabilities and older persons;
-    Education to national solidarity in view of the social protection of persons with disabilities and older persons;
-    Conception of assistance measures;
-     Promotion of development programmes and capacity to mobilise and manage resources of target populations;
-     Organisation of supervision of institutions for the protection of persons with disabilities or older persons;
-     Technical relationships with national and international organisms of promotion of persons with disabilities or older persons;
-    Collection of statistical data on target populations, in conjunction with the technical structures concerned.

1.4    The Social Protection of the Child Department (DPSE)

Is in charge of:
-     Elaboration of the implementation and follow up of policies and promotion  programmes of the rights of the child and its special protection;
-    Education to national solidarity in view of the social protection of childhood;
-    Elaboration of the implementation and follow up of the policy and programmes of care delivery to early childhood;
-     Technical relationships with national and international organisms of social action in favour of the child
-    Collection of statistical data on the target populations.

1.5    General Affairs Department (DAG)

Is in charge of:
-     Implementation of the policy of management of human resources of the Ministry;
-     Implementation of the State policy in field of training of personnel serving in the Ministry;
-     Coordinating of the development of a training plan for internal staff;
-     Management of work stations ;
-     Workforce planning in conjunction with the Ministries in charge of Public Service;
-    Follow up on the improvement of working conditions;
-    Preparation of administrative acts of management of internal staff;
-     Update file of internal staff;
-    Monitoring the use of computer applications integrated State personnel and payroll;
-     Preparing the assignment of  personal measures of the Ministry staffs;
-    Preparing elements of balance and balance of accessory personnel serving in ministry;
-     Instruction of disciplinary files of internal staff;
-    Elaboration and execution of the budget of the Ministry;
-    Management and maintenance of movable and immovable properties of the Ministry.
