National Community-Based Rehabilitation Strategy Document for Inclusive Development in Cameroon 2024-2029

This Community-based Rehabilitation Strategy Paper for the Inclusive Development of People with Disabilities in Cameroon is part of the policy to combat social exclusion and promote national solidarity in Cameroon.

This strategy paper is a tool for promoting the inclusion of persons with disabilities, and helping to raise awareness on the needs of these vulnerable groups. It is divided into four chapters.

The introduction presents some statistics on persons with disabilities, the anchoring of social protection for these persons in Government's overall social action, based on Cameroon's development vision for 2035, to make Cameroon "an emerging country, democratic and united in its diversity".

The first part of chapter one deals with the current state of CBR, delimits and segments the field, defines the beneficiary situation and the CBR implementation offer according to the 5 CBR pillars: Health, Social Intervention, Education, Livelihoods and Empowerment. The main CBR actors are presented, as well as an analysis of the gap between supply and demand.

The second section of Chapter one deals with the Diagnosis of CBR in Cameroon. Here, an assessment of existing policies and an analysis of Strengths Weaknesses Opportunities and Threats (SWOT) are carried out, before identifying the fundamental problems in the implementation of CBR in Cameroon.

Chapter two is on vision and strategic choices. It defines the political and strategic orientations of the document, determines the legal foundations and indicates the guiding principles divided into guiding principles for social protection and general principles for the protection of persons with disabilities.

This strategy is based on four (04) main strategic areas : 

  1. Strengthening the political, legal and institutional framework,
  2. Promoting the socio-economic inclusion of persons with disabilities,
  3. Developing human resources in CBR,
  4. Partnership, advocacy and mobilisation of material and financial resources,

 Chapter three sets out the strategic choices made above and indicates the related logical framework.

 Precisely, the Strategic Choices Framework sets sssout Strategic Objectives and specific objectives for each of the strategic areas.

The Logical Framework sets out the strategy's overall objective, which is to improve the quality of life of persons with disabilities and their families, and the strategy's impact indicator, which is that by 2029, at least 65% of persons with disabilities will have access to quality basic social services and will participate fully in Cameroon's development. The rest of the table in the Logical Framework sets out each of the strategic areas, indicates its strategic objective and sets out in detail the activities and indicators.

The fourth and final chapter presents the system for implementing and monitoring-evaluating the strategy. which is built around a number of key actors and actions whose deployment requires certain critical conditions to be taken into account, in particular the conditions for success and risk factors
