Assessment of decentralization in the Social Affairs Sectors. The workshop to assess the implementation 

of the decentralization process in the Social Affairs sector took place on the 21 Jan 2022 at Aurelia Palace hotel in Kribi under the chairmanship of the Minister of Social Affairs in the presence of the Minister of Forestry and Wildlife Jules Doret Ndongo as well as actors and leaders of decentralized collectivities. The objective of this workshop was to carry out a prospective evaluation of the implementation of public assistance within the framework of decentralization.

Decentralization

This was the fourth and last activity planned within the framework of the 5th edition of the National Solidarity and Social Entrepreneurship week (SESES) placed under the theme “Prospective evaluation of local social action”. This activity which served as the closing ceremony of the National Solidarity and Social Entrepreneurship week was marked by a word of welcome from the Mayor of Lokounje followed by a speech of the  Regional President United Councils and Cites of Cameroon for the South Mr. Bilong Elias who highlighted some of the works carried out by local authorities in favour of vulnerable persons, saluted the putting in place of a Unified Social Register that will help them in the implementation of pertinent public policies that will respond to the needs of vulnerable population in line with social protection. He also raised some challenges faced by their sector in the effective implementation of decentralization. He concluded on a note of appreciation for the activity on Citizenship education for indigenous Pigmy population which is an innovation in the modern legal framework of decentralization. This was followed by the speech of the Minister of Social Affairs Mrs. Pauline Irene NGUENE that highlighted the major achievements and activities of the 5th edition of the National Solidarity and Social Entrepreneurship week. There were presentations on understanding decentralization in Cameroon, vision, steps and perspectives by Mrs. Essissima Lydie of MINDDEVEL and the situation of decentralization in the sector of social affairs by Mr. Nyambi Dikosso of MINAS. The Minister of Social Affairs moderated discussions. The following recommendations were the outcomes of the workshop.

Decentralization

 

To Municipal Authorities

-              Proceed with strict application of texts relative to transfer of competences.

-              Create committees and commissions for the attribution of aid and assistance.

-              Visit the websites of MINAS and MINDDEVEL for mastery of texts on decentralization and updated information.

To MINAS.

-              Put at the disposal of municipal authorities’ texts relative to different transfer of competences in line with decentralization in the social affairs sector.

-              Capacity build for local actors (municipal authorities and social workers) for better mastery of texts on decentralization and transfer of competence as well as the understanding of vulnerabilities.

 

To MINDDEVEL

-              Put at the disposal of Municipal Authorities the text on decentralization

To DRAS South

-              Work in collaboration with the President of the United Council and Cites of Cameroon for the South to put in place a capacity building plan for local actors and municipal authorities, technical operational unites for competence on transferred resources.
